- PROJECT OVERVIEW & INVITATION Notice is hereby given that the Town of Dutch John, Utah is soliciting competitive sealed proposals from qualified emergency vehicle manufacturers to manufacture, custom-fit, and deliver one (1) new, fully operational Emergency Medical Services (EMS) Ambulance. This procurement is 100% federally funded through a USDA Rural Development Community Facilities Grant. All bids will strictly comply with 2 C.F.R. § 200.318–320 ensuring maximum full and open competition.

- VEHICLE SPECIFICATIONS & EVALUATION METHODOLOGY (100-POINT SCALE) Vehicle Requirements: Heavy-Duty 4x4 Dual Rear Wheel Diesel Chassis (Ford F-350 / RAM 3500 equivalent) for rugged mountain/rural terrain; min. 150” module length & 72” headroom; full compliance with KKK-A-1822F / NFPA 1917 standards; integrated O2, suction, & LED scene light systems. Evaluation Criteria (2 C.F.R. § 200.320(b)(2)): (1) Cost Proposal & Price Justification (20 Pts); (2) Technical Compliance & Specs (20 Pts); (3) Vendor Experience & References (10 Pts); (4) Delivery Schedule & Warranty/Service Coverage (50 Pts).
